Hi, I am 20 years old i life in France and got PR in france as a refugee. My father life in Canada he have PR in Canada. So I just wanna know if he can sponsor me to reunite with him from France? Or if i have to go back to my home land.

He can sponsor you for PR from France as long as he declared you in his application when he immigrated to Canada and as long as you passed a medical as part of that process.

As long as you completed a medical as part of his application and you still meet the requirements to be classified as a dependent, he can sponsor you for PR now. To be classified as a dependent, you cannot be married and cannot have a common law partner.
Something doesn’t make sense. If your father hands PR he likely had his asylum request approved around 2 years ago. Did he go by himself? Where is the rest of your family? If he knew he could get you PR with time why did risk being smuggled to Europe at 17/18 if you knew you could get PR in Canada.

Are you sure he is now a PR? He has used his COPR to land? If so, since you did not do a medical, it is likely that you were not included in his application OR he has waived his right to ever sponsor you. But your story is quite unusual so maybe clarify things first. Start with, how do you know for sure he is a PR.
