My wife is on L1B visa in USA from last 2 years working with Indian software Company for US client.
Can she file the PR for canada in USA.?

Yes. You can do that by yourself. Check the website of Canada government at www.cic.gc.ca for more details about applying out of Canada. Good Luck!
