A few challenges here 1)at 17 years old still a minor so what support structure do you have in Canada 2)will your education grades be sufficient to map to requirements for Canada High school equivalent 3)will you have sufficient funds upto 30000 dollars per year college fees and basic living costs. 4)need to demonstrate you will leave Canada at end of course
Being refused for a US B1/B2 would not probably influence although maybe reasons for refusal might
