I am going to apply for PR under CEC from India.
Can you suggest me whether I have to apply through any consultancy or will it ok if I send directly by myself.
I have filled all my applications and other documents myself.

You can submit by yourself. You don't need consultants or lawyers.
CEC program is very much straight forward in most cases. If you feel your case has conflicts you may get help from consultants.
How do you know if your case is straight forward or not? It is simple: Go through the form "Documents Checklist". And see if you have everything or not. I am guessing you already know about the requirements of CEC.
Double check the list called "Documents Checklist". Read and read again. Most of the mistakes are silly but causes delay with the process for example: forgotten signature, blank dates, gap between timeline, reference letter does not contain enough information etc.

People are saying that Consultancies will help you in getting faster. Is that really correct?
Another question I have is.. in the checklist no where mentioned that I have send my education certificates(copies). Do I need to send them also? Please suggest.
- Consultants can not make anything faster or slower. If you (or consultants) make a mistake, your processing will be slower. If everything is filled out correctly, it is going to take 10-12 months (normal range).
- Education certificates are NOT required. 2 years ago they required students to submit, But since 2013 the rules have changed, so now certificates are NOT required.
You need to notarize in few situations like:
> Where you don't have birth certificate or name mismatch.
> Where the documents are not in English and needs translation.
Ensure you send only the copies and not originals, until requested.
