So you need to apply for jobs, get a job offer then employer must pay $1k and file for a LMIA. The LMIA is to show that the employer could not hire any Canadians or PRs. Then the employer waits for the LMIA. If approved, then you apply for a closed work permit. The overall process can take months or over a year. Few employers go through the process.
You want to get a skilled employment in NOC A, B or 0 so you are eligible to apply for immigration programs.
