Need information regarding New Arrival Rule for first time Students in Canada

Hey guys,

As Trudeau government recently imposed a new rule for the incoming travellers to Canada accordingly to which a person needs to get PCR test at the airport in Canada and quarantine for 3 days at the government approved Hotel.

I wanted to know if that is applicable to new students as well who are coming to Canada for the first time from India and have College approved 14 day Quarantine plan.
My cousins are arriving in Toronto in the 1st and 2nd week of February.
