Hello,
I want to apply under FSW program. My NOC is 2133, and my IELTS overall band score is 6.0 with respectively:
Listening - 6.0
Reading - 6.5
Writing - 6.0
Speaking - 5.5
Am i eligible to apply under FSW program, and do i meet the requirements of language???

No - unfortunately you don't qualify to apply.
You need at least 6 in each category. You'll have to take IELTS agian.
Only 6.0 IELTS band in all categories is acceptable. "You must meet the minimum level of CLB 7Footnote 1 for your first official language in all four language areas." It is stated in the guide(IMM7000). You may try keeping your IELTS score higher and apply.
