She can try for a TRV but has little chance of approval. If approved, she can come to Canada and apply to extend her stay.
Should she just apply for a tourist visa and not mention that she's married to me or should we explain the situation in the form.

She can certainly apply for a visa. However she must mention that she is married to you. Failing to do so is misrepresentation and can land her a 5 year ban from Canada.
