Unfortunately, the Huko has to be notarized in China from a public notary office. And an explanation letter won't work. Cannot go back China isn't a valid reason for not having it.

If your husband is still a Chinese citizen, maybe he can contact the Chinese embassy or a consulate and ask if they can notarize it.

We tried and them they said they don’t have any related information and they are not responsible about this type of notarization thanks you a lot!

Have you contact the Chinese consulate to seek if there is any other options than traveling back to China?

Don't waste your time. Even the Chinese Consulate would notarize it, which they won't, the CIC will not accept it. The family booklet has to be notarized by a public notary office in China, period.

The only option you have is to ask his relative(s) in China to try to find a public notary office that will notarize it without your husband there in person. It can be done, but it requires some researches to find such offices. Usually, it has to be done in the local where the booklet was issued, but there are some offices in other cities can do it.
