So is there anyway I can apply for Canadian Immigration from USA without any legal status in USA. or if I can apply so my Interview will be held on my national country or in USA.

You can't unless you get your status in USA changes to 'legal'. For Canadian immigration you would require police clearance certificate from USA. How will you get it with 'illegal' status?
