I left canada 5 year ago because of a negative refugee case. I have a Canadian born child and he is having serious problems with his skin from mosquito bites and some times he is even hospitalized because his skin get infected and it give him a high temperature. So im wondering if i can apply for Humanitarian and compassionate grounds outside of Canada so I can return to canada with my son who is only 6.
You need to be in Canada to apply for H&C. Given your history, it's highly unlikely you will ever get a TRV to return to Canada to apply under H&C.
And there are mosquitos in Canada as well......
