You can be in Canada and apply outland. Chances are outland may still be faster, but there is no guarantee, as no one yet knows if the times will be the same as before the process changed.

I assumed you were already in Canada the way you worded your post. If you get a visitor's visa to Canada, you can apply outland while in Canada. The down side is you might have to travel back to your country if you require an interview.

You can normally come into Canada on a 6 month visitors visa once the outland paperwork has been submitted and you have Sponsor Approval (usually 30 - v45 days after receipt of the pack in CPC Mississauga).
