I am have it and I am ready to send them the birth certificate.
Now they have sent my entire application back and in that process they opened my transcript provided by university as a language proof.
Now - they have asked to send all the documents do I only need to provide entire set and add the Birth Certificate or I need to give them fresh set of transcripts as they opened it and they want fresh set again ?

I would not think so, no. What I mean is, you do not need NEW originals, the ones you currently have are fine. They ask for copies as they know things as diplomas, transcripts etc are not easy to replace, they are not expecting you to send originals, as they will not return them. You can send copies.

What do you mean you do not have copy or original transcript? How about the one you sent them, which they opened it and returned to you? Just include the same one with your application.
I did not submit a sealed transcript either, just a copy that I already opened myself and they never questioned it.

They tell you transcripts copies -- English or French... No evaluation report. Finally to be specific, they need one of those: 1-English or French transcripts 2- English or French test results... No translation, no evaluation report.

If you had checked the link below, it is clearly mentioned what you can submit. If you have language test from your PR application, it will be accepted even if the report is expired.
The specific information pertaining to transcripts / degree is as follows -
You attended or are currently attending a secondary or post-secondary education program in English or French, either in Canada or abroad.
A degree, diploma, certificate or official transcripts from a secondary or post-secondary education program showing you studied in English or French, in Canada or abroad.
If the original document is in a different language, include:
a letter from the school showing that the language of instruction was in English or French along with
an official translation of the original document and
the address and contact information (phone number) of the education institution
It doesn't have to be official transcripts. If your degree/diploma shows your medium of instruction as English, you should be good. If the degree/diploma was awarded in Canada, then it is likely to be accepted without issues.
