I was born in Canada in May 1983.
My parents are not Canadian citizens and were not permanent residents in Canada, they lived there for a while during my fathers study.
I lived my whole life outside of Canada but hoping not forever. I'm married and I have 4 children.
Can someone please clear thing to me: if I am considered a citizen or not? and if yes what about my children?

1. As long as your parents weren't on diplomatic status you are a Canadian citizen.
2. Your children are also Canadian citizens as the first generation born abroad. You can apply for proof of their citizenship. See: http://www.cic.gc.ca/english/citizenship/proof.asp
3. Your wife would have to be sponsored for Permanent residence though.
if you have a birth certificate that you are born in Canada, you are Canadian citizen. I am not sure where you are now and if you are born in Canada what is passport you hold...
