Since my wife is a stayed home mother with no employment income (her only income is child tax), can she even apply for visitor visa for her parents from China?

So I can fill out the online application form on their behalf? And I will get them to email me the supporting docs. And I will need to write an invitation letter for them.
They are both not working now. Mother is retired and father just got laid off. They have own a property in China. They have active bank accounts. They have been to Singapore, Malaysia and Thailand on group tours.

There is no such thing as "qualify to get them here as visitors". They are the ones who have to qualify. They must provide evidence that they can afford the trip, that they are just visiting and that they will leave when their visit is over.
