I need help on this during my one year of work experience in Canada, I went back home for three weeks do I need PCC for those three weeks while applying under CEC?

You do not need a PCC for 3 weeks. If you were 18yrs or older before coming to Canada then you need a PCC for all the countries you lived in for more than 6months in the last 10yrs or when you turned 18.
