I am a Canada migration Aspirant (Express entry score 376) from India, have started applying for jobs in HR domain in Canada but not yet clear abt Resume formats for HR professionals followed in Canada ....pls someone do help with cover letter and Resume formats to b used for HR Generalists
There's pretty much zero chance you will be able to secure a job offer in Canada before you have PR. You should look for other ways to increase your score (like re-writing IELTS to achieve a higher score). Forget about trying to get a job offer.

IELTS is a language test to determine how good your English is. With your CRS score being that low, I would look into taking the IELTS and applying for a 2 year course with a study visa (public college/university). The after you graduate you will be eligible for a 3 year PGWP (open work permit).
