Hi there,
My friend has done post-graduate degree diploma in BC which is done after graduation.
Somehow the university is not recognized in India so he's not able to get the WES done.

Is it Possible to apply permanent residency both through CEC and bcpnp without WES evaluation on the basis of 12th grade transcripts and the post degree diploma done in BC.
