Need help - Entering Canada as a tourist while IEC application is in processing

I hope you can help me with this. I joined internship program with AIESEC organization and got a job offer in Canada.
then I applied for IEC, young professional category supported by the company and AIESEC. I submitted all corrected documents and now my application is in processing. (I submitted all documents on 30th June 2016. the processing time will be 8 weeks, so it may be approved before the end of August)

Therefore, I have a question that is can I enter Canada as a tourist while my work permit is pending? Can I apply for a visitor visa separately? (My country need visitor visa for travelling to Canada)

I want to travel in Canada before start work and also attend the university info session.

I plan to fly on 10th August if possible. I plan to travel for a week and then fly back to my country waiting for my work permit approval and re-enter to Canada again with Letter of Introduction.

I would like to ensure that this is possible or not. if yes I will apply for a visitor visa and submitted all document immediately.

Yes - technically it's possible. Realistically - it may not be possible for the TRV to be approved in time to travel in August as you have planned.
