Hi. I have applied as FSW in May 08 at CHC ISB since then there is no activity on my application except moving from ISB-CIO Sydney and back to CHC ISB. Hopefully it will transferred to CHC London now as there is no processing at CHC Isb from April 1, 2010 and might take another year.

Is it good idea to apply again as fresh applicant?

No, not if you applied after Bill C-50 (list of occupations) which is looks like you did because you mention CIO Sydney.
