Need educational credential assessment if I got master degree in Canada?

I got my master degree from Ottawa U, but did my undergrad outside Canada.

Do I still need educational credential assessment for the undergrad part?

As far as i know , your Highest degree need to be accessed . (or ) The degree for which you are claiming the maximum points.
