Need clarity on WES Awarded Education Vs. Canadian Equivalency

Hello,
Is Postgraduate diploma (one year) the same as Masters Degree?

I am asking on behalf of a friend. While submitting his profile for EE, there is a section under Study Details. He has completed 3 years of B.Sc. and 2 years of M.Sc. WES has given him 4 years Bachelors for the 3 years of B.Sc and 1 year of Post graduate diploma for the 2 years of M. Sc.

What should he select for his M.Sc equivalent in the study details section? Should it be "Masters Degree" or "One-year program at a University/college"?

It is strange why WES did not recognize the master's degree and instead gave a Post Graduate Diploma (one year) equivalent.

Do you have any insight on why WES did this? Does it depend on the number of years of study, reputation of college etc?

In Detail, each degree has equivalency in Canada and WES has a list of such details which they use to provide ECA. Actually they look for number of credit hours studied with duration. Your country's University Accreditation institute provides such details to WES.
