I'm going to re-apply for my study permit for Jan'22 intake but my IELTS is going to expire in Oct'21. So, should I retake my IELTS test and apply for the permit with new score, or should I just apply before Oct (cause my agent told me that our IELTS score should be valid at the time of applying that's it. So I do not need to get a new score if I'm applying before Oct).

If you apply before the expiry (at least 1 month), you should be fine. Only thing is, if you get rejected (hopefully not!) and need to re-apply you would need a new one - assuming you are applying under SDS or from India.
