You need to go to www.cic.gc.ca and look for your information there. People can give you that but it will not have more details as on CIC website. Read the guide. She can apply where she's a resident.
Where did you hear you can marry someone without going to VN in person? There is no country would allow you to marry their citizens without going there and sign some papers, ceremony,... Even mail-order bride still requires you to show up in person. You are talking about "Second Life", don't you?
As it stands right now, your application will raise red flags under the eyes of immigration officer.

I have to agree with many other members here; to reconsider your relationship. If you sponsor her, you must agree with financial responsibility for 3 years after her approval of PR even if you get divorced from her. That is going to be a long time if you add processing time (if you have to support her during this time). It is a tremendous responsibility. You will need to consider how you will support yourself and her.
Not sure if you are living with her right now but living together under stress (oh yes, waiting during the process can be stressful!) would not be very easy without very strong love from both sides.
