Need advice/suggestion for Mother's visitor visa

Hi can someone please help. I need to apply my mother's visitor visa for Canada, she is in India right now and we are in Canada. we want her to join us asap. Documentation is ready,haven't uploaded anything yet. She has her US visa in place, I was thinking if she can fly to US first (we have relatives there ,also she has travelled before to US when I was there) and then I apply for her visitor visa since biometric locations are closed in India and US locations are open. will that help? Do you guys think this is possible? and is it a good idea/plan?

For a TRV you need to show ties to your home country so it is better to apply from your home country.
