I have applied for Outland Spouse Sponsor on 21st Sep & It reached them on 22nd Sep.. I am scared to see on the timeline for AOR1... C i apply for TRV meanwhile before I get AOR1.. Please advice

Definitely apply. Despite that the IRCC is amping up it's manpower, it's questionable they will complete the remaining 2019 spousals. Also they should be less stringent on TRV approvals given the circumstances. There will be more backlash if they don't get moving.
