Need advice on sponsoring wife & daughter

I'm a dual citizen (Canada/USA) and I live in South Carolina. I have accepted a job offer in Ontario and I will be moving there next week to start work. My wife and step-daughter will remain in SC for now, but I want to bring them into Canada as landed immigrants. They are both Chinese citizens and permanent residents of the US (Green Cards). My question is:

1. Can I bring them into Canada this summer as visitors, and then apply for their landed status after they're already in Ontario?
2. If (1) above is not legal or possible, then I would simply apply from Ontario while they wait in the US ... but how long would that take and what's the approximate cost?

Any advice would be appreciated.

You could apply to start sponsorship of them right now. If you opt for processing in the US, they could have their PR in about 6 months. They can come and visit you while their PR is being processed. If you prefer, they can come and visit you before you apply for their sponsorship but why wait to start proceedings until summer if you can do it now?
