She applied to get a study permit extension, but it has not been approved yet. However, now she cannot wait in Canada till it’s approved because her dad is dying from illness and she needs to return back home ASAP. She will not be able to receive it in her mail, but can she ask the study permit to be sent to her relatives house in Toronto and they will send it to her? She doesn’t know if she can ask the study permit extension to be sent to Toronto when she actually resides in Montreal because her university is in Montreal, would that be a problem different mailing city for study permit extension?
Its better to call IRCC and talk to a rep there for options. Meanwhile, others can answer here. As far as I know, with in country mail is fine (she can even set a temporary CanadaPost mail forwarder) BUT sending that abroad might be an issue.

She tried calling but no one replied so she will try again today.
Yeah abroad could be an issue but we thought that since her university is in Montreal, sending to Toronto address could be a big issue too
