Facilitated entry under the NAFTA allows a professional to apply at a POE. An application can also be made at a visa office before departing for Canada.
Are there any complications or additional steps we need to be aware of since we have an in process Outland sponsorship? Also what happens if he quits his current job while he awaits new work permit ? He is American so I think he would be in Canada as a visitor then.

No complications from the PR app; the two apps have nothing to do with each other.
Nothing happens if he quits his job. His status does not change to visitor; he would remain a worker for as long as his current closed work permit is valid, though he can't work for anyone else.

And do you think we can do this on our own (vs. a lawyer). Also, just to be totally certain, the fact that he already has a 3 year work permit allowed only for his current company and role, should not cause an issue or result in any different documents needing to be filed?

Thank you! One thing we noticed is that we need an offer of employment number. From what we can gather, this is something the employer needs to complete/submit. Any insight would be helpful!
