how to apply for work permit or pr without completing study in Canada.
Came to Canada in 2014, had 2 year study permit. Completed 1 course and then dropped school. Applied for 2 nd study permit in May 2016 started school in January 2017 finished 1 semester again dropped in May and September. Worked full time on sin. Visa expirers in 2018 March. Please suggest me the best lawyer who has expertise in such cases
 
There are no lawyers on this forum. If you want the advice of a lawyer - you will have to hire one.

Once you drop out of school for 90 days, your study permit is automatically canceled. So if you stopped your studies more than 90 days ago, your study permit is no longer valid and you are in Canada without status. It is not possible to apply for either a work permit or PR while in Canada without status.

Also, if you are still working but no longer attending classes - then you are working illegally.

You cannot apply for a post graduate work permit without completing your studies in Canada. If you want to work in Canada, you would need to return to your home country, find an employer in Canada who is willing to offer you a full time job and who can get an approved LMIA - and then apply for a closed work permit.
 
Also because OP worked full time illegally, they can't even apply for PGWP even though they want to go back to school since they violated their study permit regulations.

Agreed. Lawyer can't fix this.
