Application for permanent residence from USA to Canada was received by immigration Sept 2017

After a long almost 2 years and correspondence back and forth we finally got a letter today asking for a copy of his US passport and 2 pictures, height and eye color chart and an enclosed envelope to return documents
When we check the Citizenship and Immigration Canada website it states "Decision Made"
Does this mean he's been approved??

Applications back then took around 2 years to process but they've changed and streamlined it all to an estimated 12 months

Also all cases are different
