If Im recently married with marriage certificate obtained 1 week prior to my ExpressEntry Draw, does that create any issue ?
Because in India there is long waiting period for Registering Marriage. Infact im only waiting for marriage certificate.
Secondly since the marriage certificate would come just a week prior to my ExpressEntry Draw, i wouldnt get time to change my wifes surname on her passport. If I want the changed surname on her PR , what should i do?

Well, if she changes her surname on passport and keep one on Marriage Certificate, then IELTS scoresheet & WES evaluation infact rest all documents have her old family name !

The easiest approach is to not change her name at all. For all documentary/official purposes, she can keep her maiden name. For unofficial/informal purposes she can use a married name.
Alternatively, there is an 'other names used' field in the application, you can make use of that field. She can also have it changed after she lands as a PR. Some people also find it easier to change it when they get get Canadian citizenship.
It's not a requirement in all countries to change name after marriage. Paperwork wise it can be a hassle after you do. As the above poster said, she can introduce herself using your last name in social settings while keeping paperwork in her name.
