my wife PR did not received yet

hello
we have landed on 14/05/2018 and now i have received the Pr of mine and my child,but my wife pr did not delivered till now.
kindly i have tow issues
1- why till now my wife pr did not delivered despite they did not ask for new photos for her.
2- now we are in DUBAI outside Canada , so how she can flight and inter Canada without the pr .

1)may just need to apply for a new card when you return to Canada.
2) need to apply for a PRTD
