Yes sure she can, DUI is nothing , unless she committed a big crime this is what CIC says
will not be eligible to sponsor you if were convicted of an offence of a sexual nature, a violent criminal offence, an offence against a relative that results in bodily harm or an attempt or threat to commit any such offences—depending on circumstances such as the nature of the offence, how long ago it occurred and whether a record suspension (formerly called “pardons” in Canada), was issued (See Sponsorship Bar for Violent Crime below)

DUI is big thing in Canada...it's felony in Canada..but aint sure it will affect in your case
As long as she is not in prison, no it won't affect but you can wait for other expert replies

My point is that DUI is not a big thing to become ineligible to sponsor your partner. as this DUI does not fall under the CIC crime description

She can sponsor if she was convicted of DUI - as long as she is not imprisoned at the moment.
A DUI is a big problem if the applicant has one.
