My wife already has her Multiple Entry Tourist Visa for Canada. We are going to apply outland for the visa this week. I'm going to Canada first and then we were hoping she would come on her tourist visa in September, stay in Canada until December or so and then go back to her country for Christmas.
Anyways, I've read that normally they don't grant tourist visas to people with PR in process but she already has her tourist visa.
Can she still come? (obviously, she would have a return ticket and what not)
But can she come to Canada and just tell them that her husband is here, the PR is in process, and she is coming to stay for a few months and here's the return ticket?

if she already has the visa and it's valid, then yes she can come visit. the fact she now has a pr application submitted is not relavant to the visa. it sounds like she was approved for it before applying, so it will remain active.
yes, IF the PR application does come up (it may not), definitely tell the truth and say "i'm visiting my husband, my pr application is submitted, here's my return ticket.". She has a valid visa and a return ticket, i doubt she will be questioned further about her PR application.
Great. Thanks for clearing that up. That makes sense, but I wasn't sure how that works. She's already been to Canada about four times over the last four years so she has a travel history as well of coming and leaving Canada so I imagine it should be straight forward then.
For sure she can if her visa is still valid. But i would suggest that her luggage doesn't look like she is moving to canada for good. CBSA can decline entry for that reason even if she has valid trv and return ticket.
