My student permit is taking abnormally long

I applied for a student study permit to study in Canada at the University of British Columbia around 4-5 months ago and I still haven't received a response. I will have to start school and can't enter without a permit. I would have to skip the first semester.

Is this a normal wait time? Could there be an issue with the process? Anything I can do? It's getting ridiculous.
