My husband got 2 refusals and now he is depressed as every time he goes to different consultancy and lawyer they always tend to say 2 refusals will never give you any more visas and BS ! Unfortunately spouses are not guaranteed any form of visa if their spouse is studying in Canada. I would wait until you have PGWP, a full-time job in not 0, a or b and 3 pay slips and then apply for an owp for your spouse.
