My mom is living with one of my brother and she got a whole family there (my maternal family). My younger brothers are there in Canada and they are stable financially, is there is an option for them to become a petitioner in place of my mom?
Actually, your mom didn't need to declare her since its sounds like your sister was already over 22 when your mom became PR. So she was not a dependent. So that is ok.
But you sister does not qualify for sponsorship by your mom because she is not a dependent unless your mom qualifies for the strict exception that Rob_TO mentioned.

The issue I find is that since your mom didn't declare all children, she misrepresented herself in her PR application.
So if your mom was able to sponsor your sister under the lone PR living in Canada clause, she could put herself in jeopardy since she didn't list your sister in the family information form.

By "declare" I think OP is referring to not listing the sister as a non-accompanying dependent and getting a medical exam. Since the sister was not a dependent, there was no need to do either of these things.

1. You seem to have difficulty with the concept that the sister was "not declared" She was over 30 years in 2002 when the mother emigrated, she was not a dependent, so she wouldn't be declared as dependent, nor would she have a medical.
