Guys your mother can sponsor ur sister under family class but their got 2 conditions .........
1st condition is age bar ...she must be below 19
2nd condition ..if she over 19 then must be continued doing her study till now ..note( no gap allowed in study)
She can filed her sponsorship in CPC-Mississauga ..for more info and paper work she can hired any immigration lawyer .good luck

Your sister is not a member of the family class, so she can't be sponsored.
The only possible way is if your mom had absolutely no family or relatives living in Canada, and her parents were deceased. Then she could possibly sponsor her daughter.
My mother was about 50 years old back in 2001 and she doesn't know anything about Canadians Immigration procedures so she just added 2 of my brothers who were under 19 that time.
Actually, your mom didn't need to declare her since its sounds like your sister was already over 22 when your mom became PR. So she was not a dependent. So that is ok.
But you sister does not qualify for sponsorship by your mom because she is not a dependent unless your mom qualifies for the strict exception that Rob_TO mentioned.
