Once she is a PR, and resident in Canada you can apply for citizenship for her.
Hi, Good day.
My name is Russ Weninger and I'm a Barrister and Solicisitor in Canada.
I want to give you a couple of guidelines when applying a citizenship for children under 18 years of age.
-the person applying is the child’s parent, adoptive parent or legal guardian
- the child is a permanent resident, but does not need to have lived in Canada for three years; and
one parent is already a Canadian citizen or is applying to become a citizen at the same time.
This also applies to adoptive parents.
I hope the guidelines could help you

Thanks a lot for your valuable guidance.
