What was the reason for the refusal in 2013? What credential do you intend to pursue in Canada i.e BSc,MSc or PhD? Would you be able to afford one-year tuition upfront? The letter from your personal company may not be enough, you still need to proof what exact funds will be available and from where or who?

The reason for refusal was travel history, lack of ties to the home country.
I will study Supply Chain Management (Graduate Certificate Program), 2 year program.
It's not my company, I work for a distribution company (mid-size) as a General Manager, but I will get support from my employer , and they will transfer funds to my account for my studies costs.

In my opinion, MSc program at the university will be better than 2 years Graduate Diploma. If I am correct, you're considering taking the program in a college, which is not bad but for your age, and previous refusal you need a good conviction. Visa officer will be looking for proof that you now have ties to your home country in terms of family, assets and properties and anything that will compel you to return home. Your country of nationality also matters a lot. How can you convince me or what make you merit the sponsorship for two years by your company? What do they stand to gain from your expertise in Graduate certificate, which I believe is not a full research program.
