Having a child born in Canada gives you no added advantage. You can certainly apply, but you will need to qualify the same as everyone else. Your child's status doesn't provide a short cut to permenent residence. They can't sponsor you (at least not until they are 18, have 3 years income that meets LICO and are picked to sponsor you in the lottery).
