I am trying to get my sister over, and even if I add maximum points for everything (IELTS - 100, Age - 75, Education, 125, Experience - 75, Relative in Manitoba - 200) I get 575. I understand some people get additional 50 for "Immigration Destination Outside Winnipeg" but that still adds up to 625. Even if you add 25 extra for french it comes up to 650. However, I was looking at the recent draws the lowest scores are higher than this supposed possible. I am sure I am missing something but what is it?

It is very competitive. She is losing a lot of points in education as many applicants will have a masters which is 125 points so she is losing 50 points right there. Many people through SWO have a worked or gone to school in the province too and that is another 200 points in total.

When I applied through the MPNP SWO program we received an invitation under a Strategic Initiative, it added an extra 500 points to our score. This could also be what you are missing.

Ok but she would get an additional 200 points for working and going to school in Manitoba. Also as @Wosit posted, you get even more points through the Strategic Initiatve too. It is very competitive and you need more than a relative in the province to be invited right now.
