Moving to Quebec

Hello guys,
I learned that some of the immigrants through express entry were having problems with their official papers (PR, driving license, healthcare...) when moving to Quebec immediately.

Now if i get these papers in another province and then move to Quebec will i get into troubles or anything?

My plab is to get them in Ontario while working and then move to Quebec and pursue a degree there because it's MUCH cheaper!

when you become a permanent resident (after you've landed), you can live, work & school anywhere in Canada, including Quebec
