he has PR already and stayed there 6 months.
can affect citizenship after moving to other province under PNP?
If it is not a conditional PR based on him starting a business and running it for x years etc. then he is ok to leave. PNP requires that you have the intention of settling in their province at the time you land. They can't control that you don't change your mind later, especially if you don't get a good job but get an offer from another province. PNP lists no minimum amount of time that you must stay in the province.

Please note that they have mentioned if you dont start the business within 2 years your deposit has been forfeit.
So it sounds like he may lose his deposit if he moves and that is probably all. He could phone MPNP without giving his name and ask them a hypothetical question as in what were to happen if somebody can't fulfil their business obligations and leaves the province. I read up on this recently because somebody was asking about it and they do give you 2 years to fulfil the requirements so they might not be happy if somebody gives up after 6 months but they still might not do anything about it aside from keeping his deposit.
