1/ There are always questions! But your are a PR, you should be able to get in with no problems.
2/ You don't have to declare while landing, since you were just visiting. Yes you can bring your car into Canada now and declare it this time. You might end up paying some taxes and fees to get the paper work done. This does not concern the border as far as I know. I am in USA. I got PR last year. I did my landing from USA last year and I travelled back to USA on the same day after landing. I am now planning to move to Canada.
1. At the Canada border, do I need to just show the PR card and enter or will there be any question?
2. Also, can I bring my car (bought in USA) to Canada? What is the procedure. I didn't declare my car while landing.
When you landed, did you provide customs with a List of Goods to Follow?
If you did not declare the car when landing, I don't think you will be exempt from the duties/taxes.
You need to both EXPORT it from the USA and IMPORT it to Canada.
Exporting - note that if you still have a lease/loan on the car, you might not be able to export it. You would need to get written authorization from the title owner/lien holder to export the car.

Note that if you have an old car, there used to be provisions for cars that were 15 years or older (from year of manufacture, not model year) that made it easier/cheaper to import export, so if that is the case, look for those exceptions.
