My wife is Canadian living in the US as a Resident Alien since 1968. What do we need to prior to the boarder. I understand an inventory with the value of all items.

This link doesn't provide them with the information they need. This link is for those who are landing. No one is landing in this case. One person is a returning resident (the Canadian citizen) - the other is entering as a visitor.
Sorry - I can't find the link right now. But if you look through the information on the Canada Border and Revenue Agency's web site you'll be able to find information about any taxes / duties due.
