MOVING FROM TRV TO WORK PERMIT

hello, i am a temporary foreign worker here in canada, but my sister is still in jamaica with a TRV multiple entry, do you think its wise to come here and get an employer that is willing to apply for a LMO for her, i called CIC today and they told me she dont have to go back to jamaica to apply for the work permit, but she will need to send the application back to jamaica.....HAS ANYONE ON HERE EVER BEEN SUCCESSFUL IN THIS CASE OR PLS OFFER ME SOME ADVICE PLS
