Is it true that if we start our inland PR application from Ontario, and then move to Quebec a few months later, that we'll have to change/redo our PR application specifically for Quebec?
Would it matter if we moved to another province that's not Quebec?
Our Ontario address will be our permanent home base, but we want to see what it's like living in Quebec and wanted to take up small jobs and learn French there. Is this possible or do we have to wait until after the PR is granted?
My husband will be on a working holiday visa during the inland PR process.

To redo... definitely not!
But if you plan to live in Quebec, you will need to notify CIC and they will send you a letter requesting you to apply for a CSQ (certificat de sélection du Québec, 277$) and for the sponsor to apply for an undertaking engagement. Moving to any other province would not be an issue, but you would need to notify CIC anyway because your landing interview will be with the closest office to where you live.
If you already got PR and decide to move to Quebec afterwards, I'm not sure, but I don't think there would be any issues.
