I was living in Toronto when I started the sponsorship of my wife. She got her visa a few weeks ago and will arrive in a few days. I will move to Quebec (because of a job opportunity) next month and she'll go with me. I was wondering if it's going to be an issue with the immigration that she moves to Quebec. She did her pre-arrival services thinking that we would live in Toronto and things have changed. Can she benefit of services for newcomers in Quebec once we move there?

Given she doesn’t have CSQ and has never lived in another province yes this will likely create issues from healthcare to access to other newcomer services. RAMQ likely the biggest issue.
I am also in a similar position. My wife will be arriving in a couple of days to Toronto. My new job starts in Montreal on December 16th and we plan to move a week before that. We are planning to have her apply for provincial ID and OHIP here in Ontario and then move to Montreal. Would this be a problem ?

Yes that is OHIP fraud. She would be applying knowing she does not qualify for OHIP. OHIP will/could then reject requirement to reimburse during first 3 months in Quebec and then RAMQ could/would get cancelled. You could then be asked to reimburse any healthcare you used. Would add that RAMQ will be able to see that your spouse has only recently been issued PR card, OHIP if you fraudulently apply and will have likely not even received the cards before you move. They do watch out for people trying to circumvent Quebec immigration policies.

Thank you for your response. We are not trying to break any laws or commit any fraud. When we submitted our Outland Sponsorship application - I was/am residing and working in Toronto. However, I received a job offer from a company in Montreal 2 weeks ago. This was after my spouse receiving the COPR. What would be the best way to navigate this situation? Any suggestions? Thanks in advance!
